The International Bamboo and Rattan Organisation (INBAR) is the only treaty-based inter-governmental organisation committed to reducing poverty and protecting the environment through the sustainable use of bamboo and rattan.  With Headquarters in Beijing, China and regional offices in India, Ethiopia, Ghana and Ecuador, the INBAR Secretariat supports its 42 members world-wide and has links with a large number of international, regional and national organisations. In September 2015, INBAR launched a new flagship programme, the Global Assessment for Bamboo and Rattan (GABAR). GABAR is a knowledge platform that will deliver a full range of support activities to INBAR Member States so they can maximize gains from bamboo and rattan plantation, management and product development. The initiative includes global and national inventories of bamboo and rattan and identification of potential value chains.  It will encompass knowledge sharing about value chain development, capacity building and training in management and development of the resources, advice on national and international policy shaping, and technical advice about bamboo and rattan. The GABAR Coordinator will be responsible for overseeing and managing the GABAR programme.  He/she will work from the Global Headquarters in Beijing, in close cooperation with the Regional Offices and a full range of INBAR staff. This overall objective will be to position GABAR as the key strategic activity of INBAR during the coming years.  GABAR aims to combine support to INBAR Member States in the achievement of their Sustainable Development Goals and the Nationally Determined Contributions to the Paris Accord with strategic development of two groups of renewable natural resources that can help the world in the implementation of the 2030 development agenda.
Key Responsibilities:
  • Develop a 2017/2018 work plan for GABAR with clear objectives, outputs, outcomes and indicators for success. This will include a series of activities during the 1st Global Bamboo and Rattan Congress (BARC) in 2018;
  • Work with key strategic international partners, such as UNEP, FAO, CIFOR, ICRAF and others, to refine the scope and framework of the GABAR programme, making sure to align this framework with INBAR’s new strategy and the Sustainable Development Goals;
  • Work closely with the China State Forestry Administration and its International Centre for Bamboo and Rattan (ICBR) to ensure that GABAR supports China’s bamboo and rattan plans, and to define support from the Chinese partners for GABAR;
  • Coordinate and liaise with INBAR focal points in 42 Member States and FAO Forest Resource Assessment correspondents in all countries that have natural bamboo and rattan, to collect available government statistics and data on bamboo and rattan;
  • Coordinate and supervise through an international network of partner institutions and consultants, the collection, processing and analysis of information on bamboo and rattan resources, their management, uses, and ecosystem services at national, regional and global levels
  • Contribute to the further development of the use of remote sensing to assess global bamboo resources in collaboration with Tsinghua University and other relevant technical partners and INBAR Member States
  • Supervise and oversee the implementation of SFA/ICBR bamboo field inventory assessment methodologies, in collaboration with relevant technical partners and INBAR Member States;
  • Contribute to the further development of rattan field inventory assessment methodologies in collaboration with Kew Botanical Gardens, FAO, WWF, China SFA and other technical partners and INBAR Member States, and supervise implementation of these methodologies where appropriate;
  • Supervise and coordinate capacity needs assessments for INBAR Member States on conducting GABAR assessments;
  • Supervise and liaise with relevant partners, including the Chinese Ministry of Commerce (MOFCOM), ICBR and the China National Bamboo and Rattan Centre (CBRC), in the development of appropriate training programmes to develop the capacity of INBAR Member States to conduct and report on GABAR assessments;
  • Develop a series of national GABAR projects in INBAR Member States of good standing, and supervise the implementation of these projects, including reporting on outcome and impacts.
  • Liaise with the World Bamboo Organisation and INBAR training Coordinator in the identification of key GABAR experts, and supervise bamboo and rattan experts that are providing assistance with national GABAR projects;
  • Supervise the dissemination of GABAR data through both internal and external channels, in close collaboration with INBAR International Communications Team;
  • Lead the preparation and production of GABAR publications, which present information in a timely and accurate manner, in close collaboration with INBAR International Communications Team;
  • Oversee the establishment and coordinate the work and meetings of a GABAR technical advisory committee;
  • Mobilize and manage funds for the GABAR Programme;
  • Represent INBAR and the GABAR programme at international meetings where requested, and act as INBAR’s focal point to other international and national partners working in GABAR related areas.
Requirements:
  • Advanced Degree in Forestry, Natural Resources or a related field;
  • At least 7 years of experience working in a natural resource management, assessment or inventory;
  • Extensive experience working in developing countries or countries in transition;
  • Fluent written and spoken English is mandatory for this position. Working knowledge of other INBAR official languages – Chinese, French and Spanish – would be an advantage;
  • Proven track-record of mobilizing resources;
  • Expertise in statistics, forest inventory and/or remote sensing and GIS;
  • Good communication and presentation skills.

The International Bamboo and Rattan Organisation (INBAR) is the only treaty-based inter-governmental organisation committed to reducing poverty and protecting the environment through the sustainable use of bamboo and rattan.  With Headquarters in Beijing, China and regional offices in India, Ethiopia, Ghana and Ecuador, the INBAR Secretariat supports its 42 members world-wide and has links with a large number of international, regional and national organisations. After 20 years of development, INBAR has grown rapidly. By hosting the first Global Bamboo and Rattan Congress (BARC 2018), we seek to provide a platform for South-South and South-South cooperation on sustainable development. We also strive to further reinforce bamboo and rattan’s role in advancing the United Nations Sustainable Development Goals (SDGs), especially climate change mitigation and adaptation. INBAR will invite approximately 1200-1500 participants from the government, civil society, business, academia, and media sectors. They will be selected according to their particular affiliation, skills, background or interests in bamboo and rattan. The 2018 Global Bamboo and Rattan Congress (BARC 2018) will be held in later April or early May of 2018. The Congress will involve the following activities:
  • Global Ministerial Summit
  • Research and Innovation Exchange
  • Bamboo and Rattan Business Forum
  • Trade Fair and Exhibition
  • Field Visits to Forests and Producers
INBAR is currently seeking an experienced and highly capable Coordinator, who is responsible for planning and management of the Congress. The Coordinator manages a small team in Beijing. Fundraising to generate additional resources is part of the job.
Key Responsibilities
  • Coordinates the INBAR team on the overall preparation of BARC 2018
  • Manages the overall BARC 2018 preparation work and implementation
  • Leads fundraising for BARC 2018
  • Promotes BARC 2018 through outreach activities
  • Coordinates the preparation of INBAR 20th anniversary activities in year 2017, and other responsibilities may be assigned by the supervisor
Requirements
  • Advanced Degree in Forestry, Natural Resources or a related field;
  • Understanding and knowledge about bamboo and rattan will be an advantage;
  • At least 5 years of experience working in project coordination, big events planning, overall preparation, management and organisation;
  • Strategic planning experience;
  • Fluent spoken English is mandatory for this position. Chinese native speaker will be preferred.
  • Working knowledge of other INBAR official languages – French and Spanish – would be an advantage;
  • Willing to work in a small office with cross-cultural international staff, and therefore flexible in work planning and execution
  • Experience in proposal writing, fundraising and donor relations is essential;
  • Experience in Communication and Marketing
  • Good natured and a team player;
  • Someone who is excited about the potential of bamboo and rattan for sustainable development.

China is the Host Country of INBAR. With the aim to strength INBAR influence and raise public awareness to INBAR in China, INBAR is currently seeking a Chinese Communication Specialist to help to organize communication activities with Chinese partners. The specialist will report to the Coordinator of Chinese Communication, with a basic salary about RMB 10000-12000 per month.
Key Responsibilities
  • To organize, coordinate and implement communication activities of INBAR 20 anniversary in the Host Country;
  • To organize, coordinate and implement communication activities of INBAR BARC2018 in the Host Country;
  • To write/draft INBAR communication materials in Chinese, including news, speech, background information, and etc.;
  • Help to implement other INBAR Chinese communication activities;
  • Help to maintain and promote INBAR online platforms;
  • Participate in other Chinese communication activities
Requirements
  • Excellent ability to organize, coordinate and implement communication activities, preferably with related working experiences on communication activities or forestry background;
  • Excellent ability to write and draft Chinese communication materials, preferably with related working experience on Chinese writing;
  • Good team player, with good coordination skills, able to work with a minimum of supervision;
  • Excellent communication and writing skills in Chinese and good spoken English
  • A university education in a related field with knowledge of forestry, environment, natural resources management or social science and 2-3 years’ experience in Chinese writing and communication
